Training Requirements for Certified Professionals
FCB
sets the education and training requirements for certified addiction
professionals in Florida. To retain certified status, each addiction
professional is required to submit 20 hours of training annually and
10 CEUs for the CBHT level. FCB approves qualified trainers to provide educational offerings
to its certified population.
The
Role of Approved Providers
Qualified
trainers are required to ensure that educational opportunities are
readily available to certified addiction professionals at various
locations throughout Florida. To accomplish this, FCB approves
individuals and agencies that are qualified to conduct training
sessions. These FCB-approved providers conduct trainings that
reflect the current needs of counselors in the addiction field.
In addition, all approved providers must adhere to the rules of
FCB.
Procedure
for Achieving Provider Status
The
provider seeking FCB approval shall:
- Apply
for a provider application package. To apply, send FCB a written
request, or the order form contained in this booklet, along with
the $50 application fee.
- Complete
the provider offering approval application package. This includes
the following information:

data
- Affidavit
- Contact
person
- Continuing
education rules

- Resume
of trainers

Complete a minimum of three offering approval forms for Regular
Providers and Single Event Providers.
- Submit
the entire completed application package, along with the appropriate
application fees, to FCB for review.
Each
provider application package must be reviewed for approval by the
FCB Board of Directors, which meets quarterly. Application packages
are reviewed at the first board meeting following receipt of the
application package. The applicant will be notified in writing within
30 days of the meeting.
Procedure
for Maintaining Provider Status
- An
initial processing fee shall be charged to the provider. A yearly
renewal fee shall be charged in December of each year.
- Upon
notification of approval status, the provider shall be assigned
a number. The assigned number is to be used only by the designated
provider. This number shall appear on all correspondence sent
to the board, and on each advertised offering conducted. Co-sponsorship
using the FCB provider number with non-FCB-approved agencies
is prohibited. Violations shall result in revocation of the
FCB provider number.
- Provider
approval shall be subject to periodic review and may be withdrawn
should the board determine that adherence to the standards is
not maintained, or if information submitted to the board by the
provider is found to be misrepresentation of fact. Any provider
who breaches the continuing education rules of FCB is subject
to revocation of provider status.
- Provider
shall notify FCB of any changes in contact person, addresses
or phone numbers.

All home study offerings must receive separate approval from FCB.

Provider shall retain all initial application data for a minimum
of 7 years.
Provider
Classification Levels
Level A
(Regular Provider):
An approved provider with a Level A status must provide at least
one or more offerings in the subject matter. Approval from the board
must be received for each home study offering. The provider fee for
this level is $300 (non-refundable), with a yearly renewal fee of
$200.
Level SE (Single Event Provider):
An FCB-approved provider with a Level SE status must provide an
offering only once a year. The provider certification fee for this
level is $150. Level SE providers must reapply each year.
Subject
Matter of Offerings
The content of offerings shall be specifically designed to meet
the objectives and learning needs of the participants so that they
may meet the needs of the consumer. The content shall be planned in
logical order and reflect input from experts in the subject matter.
Offering content should be based on one or more of the following
areas as documented in the Substance Abuse and Mental Health
Services Administration, Treatment Assistance Protocol 21 (TAP 21):
- Clinical Evaluation
- Treatment Planning
- Referral
- Service Coordination
- Counseling
- Client, Family and Community Education
- Documentation
- Professional and Ethical Responsibilities
- Supervision* (for CAP level only)
Other subject areas include the Transdisciplinary Foundations for
Addiction Professionals from the TAP 21:
- Understanding Addiction/Treatment Knowledge
- Application to Practice/Professional Readiness

Hour Criteria
All
offerings shall be at least 60 minutes in length or 1 contact hour.
Faculty Qualifications
Faculty
must demonstrate expertise in a specific area through resume and
work samples, and demonstrate experience in subject delivery.
